If the fund is not collected, it is still possible, and we can perform it.

If the transaction is on-hold, you must contact MoneyGram first to release the money and in order for us to cancel it.
If the fund is collected, it is impossible to cancel.
However in the case of cancellation, the service fee is non-refundable.
